Sponsored Programs and Contract Administrator

The Sponsored Programs and Contract Administrator (SPAC) will provide pre- and post-award sponsored activities, including but not limited to project administration, regulatory compliance and fiscal management, proposal and budget development, for university wide activities including land grant operations. The SPAC will also protect Central State University’s interests by reviewing and negotiating contracts, agreements, and sub awards with outside sources (e.g. federal funding agencies and industry).

  • Manage the fiscal administration of externally sponsored projects including land grant activities, including the determination of allow-ability of costs, the application of the appropriate regulations and policies, the invoicing and collection of revenues, the documentation and reporting of cost share
  • Provide contracting services to include document drafting, preparation, guidance, resolution of issues, and negotiation of sponsored projects an related agreements spanning intellectual property, material transfer, technology transfer, publications, etc.
  • Negotiate and administer complex sub-contracts as needed for University and land grant sub awardees. Manages sub-recipient monitoring including site visits , preparing, reviewing, risk assessment, and administering FDP Cost Reimbursement Research Sub Award Agreements, Independent Contractor Agreements, and Consultant Agreements.
  • Perform initial screening of all agreements with foreign entities or partners. Work closely with the university’s General Counsel Staff to ensure compliance wit export control laws and regulations.
  • Provide training support , and guidance to University and land grant constituents regarding contracting processes, terms and conditions, intellectual property, indemnification, research, compliance, and other related areas.
  • Investigate non-routine issues impacting an investigators’s ability to fulfill contract requirements, secure approvals; provide historical information to administrators and faculty with the sponsor in matters regarding contract.
  • Monitor to ensure that technical reporting is being performed.
  • Maintain a thorough knowledge of regulations applicable to sponsored programs administration – federal state, and private. This includes Uniform Guidance for federal grants and contracts. Keep abreast of laws, regulations, external and internal policies, and procedures governing the administration of contracts and other complex agreements and serve as a resource to other units, faculty, and staff.
  • Maintain archives and records that adhere to sponsor retention schedules.
  • Maintain and update contract templates with current regulatory requirements.
  • Performs other duties as assigned.
